Indeed. If a program uses new facilities, then it should check that the PE it runs on 
does indeed have these facilities, or give up if not.
The situation isn't too different from what has gone before, most PE programs check at 
first that the PE is, indeed, there. Now only check the PE version, too.

I'd nuance that:
The new WMAN, more or less, is a superset of the old one, so if
 you don't make use of any new facilities, yes, then you are backwards compatible.
