Presumably, with kernel 3.x, udev does not like your udev script any
more. Assuming it is /etc/udev/rules.d/51-garmin.rules or similar, 
change the line beginning with 'SYSFS{idVendor}=="091e"...' (the 
offending command) to (in one single line - sorry, my mail program  
insists in breaking the line): 
SUBSYSTEM=="usb", ATTR{idVendor}=="091e", ATTR{idProduct}=="0003", 
MODE="0660", GROUP="plugdev"

After that, force udev to reload its rules: 
sudo udevadm control --reload-rules
or reboot.

Sorry, I don't know Gebabbel - at least not the program with that
name ;-) The udev script essentially allows normal users to access 
the device. If Gebabbel (or QLandkarteGT) was run as root, it would 
not need the script.
