Hi guys, some further searching revealed the german WebAtlasDE-Project, which seems to be a compilation of a complete german map available via WebMapTileService, though individual licenses (free of cost for private use) need to be acquired. If I understand this correctly, qlandkartegt does not support WMTS, but mapproxy should, and together with a seedfile, I might be able to satisfy my original goals. I will investigate this further and report back on my results. If anybody has some useful tips, I'd be happy to hear about them.
