I tried and found out that it works when I force the gpx extension, either by 
adding the extension explicitly to the file name in the "name" field or by 
checking the option "Automatically select filename extennsion (.gpx)". When the 
option is unchecked and filter is "GPS Exchange" and a file name without ".gpx" 
extion is given, then a .qlb file with is written.

I now remember that I recently unchecked "Automatically select filename 
extension (.gpx)" in the file selection dialogue. So probably it has been 
always 
like that and nothing has changed. I was just a bit confused as many 
applications do not distinguish between the filtered file type and the output 
file type in the file dialogue.
