Yes, i have changed it to 51-garmin.rules.
The wiki, i had read before.
A reboot, i had tryed also.
And last but not least, there are 3 different syntaxes.

I have removed the "Group=xxx "
But i always use 50-blacklist.conf.
It works fine to remove garmins_gps driver.
So, now it works fine.
