it depends on what you expect. Generally QLGT does not create maps. It can help 
you to reference 
scanned maps. You can combine raster maps of different scale to a map stack. 
All these things are

If you want to create a vector maps from OSM data you should ask at the OSM 
project. There are several 
map generators applications to produce a Garmin map. But I am not in the topic 
of vector map creation to 
tell you what's best.
