I'm pretty sure because it really seems to always download from server all tiles, even those tiles downloaded few seconds before. It takes much time to show the tiles--if the cached version were used, it would be almost immediate. For instance, I get the tiles of an area from server. Then I move the map and get some other tiles. Then, after 30 seconds or so, I go back to the original position. I'd expect that the tiles already downloaded were shown immediately.
