If you do the following:

- save project p1 to p1.gpx
- make some modifications on p1
- save project p1 to p2.gpx using "save as..."

then both projects get the same project key. If p1.gpx is loaded in the
workspace and you try to load p2.gpx you get a message "p2 is already in the
workspace". I would expect a GIS file created with "save to..." to be considered
as a clone of the original project and have its own unique key.

(BTW, I do not see the benefit of using keys on GIS files)
