This is not a bug. The map list is attached to the map view. If you close all the map views there will be no more map list.
If you follow the instructions in the empty map view placeholder a new map view will be opened and the attached map list will show up. If you close and reopen QMS a new empty map view is automatically opened. This behavior is well tuned. The default map view on start-up is necessary to help new users. They would be confused by a GUI without any map view. Additionally a map view with no maps displays help text describing the next steps to do. If you want to load a stored view as one and only view you have to close all views first before loading the view. That is why there is no default view after closing all views.
