No.

You are mixing up things a bit, STARTTLS and SMTP AUTH are totally
independent.
I can imagine rblsmtpd causing the trouble, though...

I'm sending a copy ofg this mail both to the list and you. If your TLS works
you will receive this mail through an encrypted channel, look for the
Received: lines in the header.
