If your wondering about LOCAL env variable, it is documented in man
qmail-command.

I actually got rid of my perl script after some education from Henning,
although I still use a local account with a .qmail-default file. If you want
to simplify, you might try this in your deliveryprogrampath:

/var/qmail/bin/forward $[EMAIL PROTECTED]
