deferred maildir creation

I'm interested in deferring maildir creation for new user until the
first time they actually check their email, not when they get their
first message. 

I am also interested to have the bounce for these users carry a
different bounce than the standard bounce text, saying something like;
"this user has not yet activating his/her mailbox". This email would
then be sent out say one week after the initial email was sent.
