I don't think so.
But... the nigerian version appears to be effective enough. There are
quite a few sites listing actual thousand-dollar ripoffs, and I recall
finding at least one US govt site about this, once.
Anyway... I think I've gotten enough copies and versions of this from so
many people, that I'm under the impression that:

1) their ministers have a high death-rate (many are from "the widow of
whomever"), 
2) the whole population must be a secretary or accountant at some
ministry ("I am Dr InYourWallet, secretary of the Minister...")
3) Yahoo and Hotmail are amazingly popular, and everybody likes "l33t"
addresses (like "[EMAIL PROTECTED]")
4) Government officials work pro-bono, or else receive payment in cash
(They can't open bank accounts with their own names on it)
5) They plan world domination (always want to buy real-estate in my
country)
6) Their industry is much more advanced than people think
(Multi-nacionals are always opening new facilities there, adding
petroleum pipelines, or exporting local resources)
