You need to have the files in control that tell qmail how to bind to your LDAP server. if you do not have these qmail will never start.
It is restarting every 2 seconds or so because it is trying to bind to LDAP. You need to reread LWQ in the control section to see what files need to be there. After that it is pretty much done. Just make sure that the 'me' file contains the name that is in LDAP.
