I notice the same problem.  I slove it by setting the value of C is 10
times of S.  e.g. for a typical user.. 10000000S,1000000000C.  (Since
each C (number of message) consume at least 1S (1byte)).  No way to slove,
but just a ugly workaround.  Write to you, since I want to share these bad
experience with you.  You are not alone!
