Well I haven't used the RBL built in to qmail-ldap but if you use 
rblsmtpd (part of ucspi-tcp) it does this automatically but it bounces 
the message back to the offending mail server.  I'm not sure if this is 
what the builting qmail-ldap rbl does.  But from the look of your config 
file it just adds a header to the message and accepts it.
