The user's "mailQuota" attribute (in a user's LDAP entry) has precedence
over the contents of the "control/ldapdefaultquota" file.
Therefore you may need to change the value "mailQuota" attribute in the LDAP
entries of each user you'd like to have their mail quotas increased or
decreased.

I think you also need to delete the file "maildirsize" (if it already 
exists) in the user's Maildir directory inside of their home directory. 
Qmail will recreate a new one based on the new quota information.
