I'm afraid that I have nothing to add to this, but that I am having exactly the same problem. I upgraded three of my servers to 20030301, and none of the upgraded servers can transfer messages across the cluster (Temporary_error_in_qmail-qm qpc...) whether the message is going to an upgraded server or not.
Watching the tcpserver logs on the receiving side, I see that a connection is not even attempted, (although it logs a "telnet remotehost 628") so I'm deducing that it's not an incompatibility in qmqp protocol. I thought it might be related to the new control/outgoingip and control/qmqpcip ?
