Hi,

Using webmail and pop before smtp at the same time won't be a trouble. When using webmail your users will connect to your imap/smtp server as localhost (via perl/php/... cgis), which should be allowed to relay.
I haven't set any cluster yet so I won't be helpful for yout 2nd question
