Using webmail and pop before smtp at the same time won't be a trouble. When using webmail your users will connect to your imap/smtp server as localhost (via perl/php/... cgis), which should be allowed to relay.
I haven't set any cluster yet so I won't be helpful for yout 2nd question

So, What's the best way to impliment pop before smtp with webmail? I'm using IMAP for webmail... which.. I think.. is going to have issues when I impliment pop before SMTP. Any ideas? Is there a way to override the pop before smtp requirements for a certain IP (ie localhost/webmail servers?)
