This is not a new behaviour, earlier releases had a bug which caused them
to ignore forwardonly. You do not need forwardonly for your setup,
forwardonly means really forward only, all other deliveries cause a
bounce. This is consistent with setting the .qmail executable.

flagforwardonly is internally used by qmail-ldap for users without a
homedir. Then it uses the alias user to run qmail-local but sets
flagforwardonly so that it is impossible to run or write anything as this
user.
