I recently ran into a similar problem.
Due to legal issues some of the rbl's are no longer accepting queries
from certain parts of the world. If the rbl does not process your query
then it is the same as not checking the rbl.
Some of the blacklists are also not being maintained any more.
The solution is to use a different rbl.
Try one of these:
http://spamcop.net/
http://cbl.abuseat.org/
http://www.us.sorbs.net
I believe http://www.spamhaus.org/ is one of the rbl servers affected by
legal issues and may not be accessible from the USA.
