This time i am useing passwd policy with mysql databas with scripting so when 
user change passwd from webmail its automaticaly update timestamp in mysql and 
after 90 Day its genrate mail to user your passwd expire with in week kindly 
change it ....:)
  
  I am doing this stuff with squirrelwebmail and change_ldap passwd plugins

Qmail-ldap offers no such interface to LDAP, that's what a provisioning
system is and that's where you should put this kind of policies.
