Check to see if suidperl binary exists on your system, if it doesnt, install it.  Then 
edit qmail-scanner-queue.pl and change the top line from
#!/usr/bin/perl -T 
to
#!/usr/bin/suidperl -T

When I did the RedHat 7.3 install, suidperl was no longer apart of the perl-5.6.1 
distribution.  I had to RPM a perl-suidperl-5.6.1 if I remember correctly.  It was 
apart of the perl-5.6.0 rpm in RedHat 7.2
