Is it possible with qmail-scanner to duplicate inbound messages and send

I'm helping a friend migrate a pretty large mail domain from one MTA to
another, and to make sure everyone continues to receive mail during the
transition, we want to send all the mail to both the old and new MTA
simultaneously.

qmail-scanner can't help you, at least not without heavy modification. I'm sure this is possible using qmail directly, but I can't think how right now.

Sending mail to both servers will result in users receiving duplicate messages. Your friend will get phone calls about that. I suggest using this process:

1. Set up users on new mail server
2. Shut down old mail server's POP, IMAP, and SMTP daemons
3. Forward ports 25, 110, and 143 from old server to new one
4. Move all user data from old server to new server

The trick here is forwarding the ports, which relays incoming connections to the other server. You can do this easily with rinetd or iptables.
