You actually didn't need to do that. There is already a perl-suidperl RPM
that's part of the normal distro - it just isn't installed by default.

Sounds like that qmail-scanner-queue.pl isn't using a working setuid
program. I'd say your compile-from-source didn't work.

Put perl-suidperl on and it'll work - it did for me.
