Bug in Perl I'm afraid. But you don't need to upgrade to fix it.
Simply set "LANG=C export LANG" at the top of your qmail-smtpd run script (e.g.
/services/smtpd/run). That will stop Perl using UTF-8, and will stop the bug
from showing up.
I'd better document that...
and/or
system-wide (linux) via /etc/sysconfig/i18n
