You're looking at this the wrong way: it's not a Q-S problem - it's a
qmail-smtpd one. As Q-S is called by qmail-smtpd, then limit the max number
of qmail-smtpd, and you limit the number of Q-S processes.

...and you should know that the max number of qmail-smtpd processes is
controlled by tcpserver.
