I believe I've finally found what the problem was. I boosted the softlimit memory limitation from 8 MB to 10 MB and everything started working.
Even tho' the installation instructions do mention experimenting and a 5-11 MB range to try, the errors I was getting gave NO clue that memory was the problem. The change between my earlier server and the new one was the choice of clamav vs. Mcafee uvscan.
