I believe I've finally found what the problem was. I boosted the softlimit
memory limitation from 8 MB to 10 MB and everything started working.

Even tho' the installation instructions do mention experimenting and a 5-11
MB range to try, the errors I was getting gave NO clue that memory was the
problem. The change between my earlier server and the new one was the choice
of clamav vs. Mcafee uvscan.  Apparently that extra 2 MB was needed to let
clamav get going - and nothing to do with permissions, suid, etc.

Chalk this up to another learning experience.
