How would I go about adding the disallowed attachment warning to the silent
list?

AFAIK...you have a couple of choices:

a) BROAD scope
add "perlscan:" and/or "policy:" to the silent array
this will skip reporting on quarantine_events that contain
   "Perlscan:..." and/or "Policy:..."

b) NARROW(er) scope assuming you use quarantine DB txt file format like the example: .hta 0 HTA files not allowed per Company security policy you would add something like "files not allowed" to the silent array (or...modify to match whatever format you do use)

c) NARROW(est)
variant of b) but using a specific file type match like
"HTA files not allowed" in silent array

my 2 (untested) cents...
