Just joining in on this thread. 
Have you checked the spelling for splogger in your inetd.conf file?
If you get nothing when telnetting to port 25 on the same machine,
then something is not starting up right. If you are remote, is there
a firewall in=between that blocks port 25?
Did you send inetd a SIGHUP signal?
Did you install the sendmail wrapper?
