Try:

    echo foo | /var/qmail/bin/splogger

If you don't get a message like:

    Sep 29 08:28:40 6C:sws5 splogger: 938608120.319538 foo

in debug or mail.debug, your syslog is broken. If that's the case--and 
even if it's not--I recommend using cyclog from daemontools for
logging. See:
