Touch the file with a timestamp sufficiently in the past (sufficient is
greater than queuelifetime).  Example:

touch 01010000 /var/qmail/queue/info/7/821705

(Read "man touch" for more info.)

Qmail will make one more last ditch effort to send the message, and then
it will be removed from the queue.
