How did you install qmail? If you used Bruce's qmail RPMs, you would just
have to change /var/qmail/control/checkpassword/ to be
"checkpassword relay-ctrl-allow".
Otherwise, you have to make sure your tcpserver invocation is actually
using the .cdb access control before relay-control can do anything about it.
