What is initd.conf?

I have been doing a search to find out how to open my port 25 for
listening, and I've come across a suggestion that I should edit my
initd.conf file to insure that port 25 is listening.  I am using Mandrake
7.02 and I can't find initd.conf anywhere.  It's not in /etc/ or
/etc/rc.d/init.d  or anywhere.

Is this the file I need to edit to allow qmail to listen to port 25?
