OpenBSD, as far as I know, does not have libresolv. All the resolver
functions are in libc.
$ ldd /var/qmail/bin/tcp-env
/var/qmail/bin/tcp-env:
-lc.25 => /usr/lib/libc.so.25.0 (0x4001e000)
Did you compile qmail yourself?
