You're reading it wrong. It says that rblsmtpd became part of
ucspi-tcp package, not of tcpserver. Get the newest ucspi-tcp from 
http://cr.yp.to/ucspi-tcp.html and when you build the programs, 
rblsmtpd gets built, too.
