Selective relaying with tcpserver

hi
I'm using RedHat 6.2 + qmail + vpopmail
I'm using 10.0 schema for my local network.
I want all my local users to relay mail EXCEPT a specific IP address " e.g.
10.0.0.10 "
is there anyway to setup the tcp.smtp file in order to get this result ??
