Sounds like a permissions problem.  What does `ls -ls ~qmailq/queue` look
like?  Here's mine:

   4 drwx------   2 qmails   qmail        4096 Jun 14 21:15 bounce/
   4 drwx------  25 qmails   qmail        4096 Apr 26 20:49 info/
