Can't help you with vpopmail, sorry.  Try the vpopmail list.

One way is simply with ~alias/.qmail-foo files.  Put
virtdomain.tld:alias-virtdomain into virtualdomains.  Then put
forwarding directives in ~alias/.qmail-virtdomain-USER for each user you
want to set up.

virtualdomains can also support virtual users; `man qmail-send` for
details.
