Changing passwords directly with vppasswd works just fine: this is
definitely a problem on the qmailadmin side (or in the interaction
between teh two.)

That was my first guess, but damned if I can figure out what it would
be.  It's installed setuid:setgid vpopmail:vchkpw, and all of the
permissions on ~vpopmail and down are appropriate...
