Just so that no one asks the question, the relevant section of
httpd.conf is

<Directory "/home/httpd/cgi-bin">
    Options ExecCGI
</Directory>

and the executable itself is:

(Sophie)/home/httpd/cgi-bin[5]%ls -l
total 124
