I'd suggest using the new PHP Vpopmail module .. look in the archives, the link was posted within the last week or so, here or in the Vpopmail archives. Almost all the functions of QmailAdmin are in the PHP module.

I use http://www.horde.org/imp/3.1/ which has the ability to be extented with
new menu options. What I would like is to provide the user to set their
vacation info as well as forwarding info using the same look and feel as IMP
itself.
I can create the PHP/HTML pages for IMP but I would like to call qmailadmin
from a shell script to do the actual work. Is this posible?

PS. If anyone has done work on getting IMP to work with qmailadmin it would be
nice to know about it.
