Since Inter7 is the copyright holder, they're the only ones who can legally act on the violation. Others on the list can assist in collecting information on a possible violation though.

Note that Inter7 is probably responsible for keeping track of all contributions to the code. Don't contributors retain the copyright to their contributions? Or do I automatically assign my copyright to Inter7 when I contribute?
