The other 4 options seem to work no problem. Can someone tell me what is going on? Is this a bug? I am running QmailAdmin 1.0.27 and vpopmail 5.3.20

I am having issues creating moderated mailing lists with the new version of QmailAdmin.
When I configure it via the "Only subscribers can post, all others go to moderators for approval" and then send a message to the list, I get the following bounce back error:
