If you're using CDB backend, then it should be working fine. QmailAdmin has enough privileges to access the vpasswd file to authenticate users, so it should also have enough access to create the .qmail-alias file.

If you could test some of the other releases (like 1.0.28) on qmailadmin.sf.net, it might help narrow down where the problem was introduced.
