Hello. You should make sure the ../data directory is writeable by your apache user, normally this would be nobody.nogroup. chmod +rwx root.nogroup ../data/ should solve this.
Also make sure you've read the INSTALL/README file(s) for Squirrelmail, which also mentions this.
