Qmailadmin is just one binary and some png images.
yeah, and /usr/local/share/qmailadmin/
what about the permissions there?
Check your qmailadmin source tree for changes.
e.g. make a diff against a clean source tree.
And please tell us which version you are using.
Okay, now I saw that you are using 1.2.3 -- But you know that that's 
pretty old.
1.2.9 (stable) and 1.2.11 (devel) are the current versions.
