I would like to allow users to customize their spam settings. I have

for spamassassin + SQL.(This part is working because I can make changes

spamd with the -q or -Q option) to call these user prefs from the sql

you can find some info that might help you.
This setup works fine with simscan rebuilt without spamassassin
configuration. A couple of the definitions in local.cf have been changed
in spamassassin-3.0.x

So what exactly do I need to do with simscan? What are the disadvantages of
