Alter this file, you have to reboot your box.

i am using FC4. When i typed in setup, there was no option to set the
lang
env. only system time...

Jake advised to use export LANG=en_US.UTF-8
but when i logged in again german was agai default lang. how can i
permanetly change the language and the other settings:

Most linux distros you can run this, type in setup and hit enter from a
ssh/terminal session.
Most likely you have to have root access or similar to do this.

when i wrote using bash i actually meant, that i do not have instaled
kde
or
gnome oder another gui.
i want to change the whole language settings for the distro, eg also
currency aso....
but to do that, i can only us the shell ....

Like this:
nano .bashrc
Add the following line:
export LC_MESSAGES=en_US
Save the file by overwrite the old one, logout and login
