Oh I know, and that's how I explained it to my boss.
But he said when they ran top, it was one particular spamd process (a
single PID) that was using up CPU time.  It was not a matter of too many
spmad processes running, or too many messages coming in/being processed.
It wasn't the queue.

So we were wondering if there is a way to make it so that when simscan
calls spamd, that there is a limit to how much CPU it can use.
